Social insecurities and resilience

Feelings of insecurity in several dimensions of life are widespread in the EU population, even among those who are materially well-off. Policymakers need to take these insecurities into account to better understand the concerns and dissatisfactions of citizens. This knowledge can inform and enhance social and employment policymaking. This policy brief examines people’s insecurity in five areas: personal, housing, healthcare, employment and income in old age. It identifies where intensity differs among people depending on characteristics such as age, gender and economic circumstances. The brief concludes that offsetting social insecurities depends on more than individual resilience.

This report focuses on unemployment and minimum income benefits for people of working age. Individuals with short or no employment records (mainly young people), the self-employed, those with non-standard working arrangements, and the long-term unemployed are often not entitled to higher-tier, or any, unemployment benefits.

Marie Hyland joined Eurofound as a research officer in the Social Policies unit in 2023. Prior to this, Marie spent several years as an economist at the World Bank, where she worked on a range of issues including gender, climate change and private sector development. Marie’s research has looked at the impact of legal discrimination on women’s economic empowerment, considered the role of firm size and managerial practices on productivity and economic development, and analysed the economics of climate change mitigation policies. Marie holds a PhD in Economics from Trinity College Dublin.
