Minimum wages in 2024: Annual review
This 2024 annual review of minimum wages provides a synopsis of minimum wage setting during 2023 in the EU27 and Norway. It reports in detail on the processes and outcomes of setting the minimum wage rates for 2024 and beyond. It investigates the extent to which minimum wage earners were affected by the cost-of-living crisis and shows how minimum wage workers are distributed across households over the entire income distribution. The report also addresses the criteria that minimum wage setters considered when setting the new rates for 2024 and to what extent these criteria already include the minimum elements mentioned in Article 5 of the EU Minimum Wage Directive. It provides some initial insights into Member States’ activities around the transposition of the directive, which was a moving target at the time of drafting the report. Finally, an overview of the latest minimum wage research related to the EU27 and Norway completes this report.

The European Commission’s Social Investment Package, launched in 2013, urged Member States to put greater emphasis on high-quality public services. It highlighted the importance of improving access to early childhood education and care, as well as quality healthcare as a key element in improving overall health and maintaining the productivity of the workforce. In May 2019, the Council of the EU adopted the Recommendation on high-quality early childhood education and care systems to support Member States in improving access to and quality of the services they provide. Following this, the European Child Guarantee was adopted in June 2021 and aims to ensure that all children have access to the most basic of rights like healthcare and education.
Furthermore, the Commission’s Digital Single Market strategy for Europe, adopted in 2015, puts an emphasis on modernising public services as a way to boost competitiveness. Embracing new technologies, online public services and cross-border interoperability are critical to increasing cost-efficiencies and quality of services. The EU Digital Decade, announced in 2021, sets out a vision for Europe’s digital transformation by 2030. It outlines four key areas, one of which is digitalisation of public services.
This section describes the research that Eurofound carries out on a topic.
Eurofound examines the needs of citizens generally, with a special focus on young people, older people and those with physical or mental health problems. It monitors and analyses changes in public services brought about by budgetary constraints, changes in policies and advances in technology and digitalisation. This report describes the employment and social situation of young people in the Western Balkans (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia – the WB6) and also looks at employment in Türkiye.
It focuses on young people because they were particularly hard hit by COVID‐19. It disrupted the quality and quantity of their education and training, and many lost their jobs. As elsewhere, the crisis disproportionately impacted young people’s well-being in the WB6 and Türkiye.

Impact of COVID-19 on young people in the EU
Following a long recovery from the economic crisis (2007–2013), young people in the EU proved to be more vulnerable to the effects of the restrictions put in place to slow the spread of the COVID-19 pandemic. Young people were more likely than older groups to experience job loss, financial insecurity and mental health problems. They reported reduced life satisfaction and mental well-being associated with the stay-at-home requirements and school closures. While governments responded quickly to the pandemic, most efforts to mitigate the effects of restrictions were temporary measures aimed at preventing job loss and keeping young people in education. This report explores the effects of the pandemic on young people, particularly in terms of their employment, well-being and trust in institutions, and assesses the various policy measures introduced to alleviate these effects.
